The last thing any professional league needs to do is expand. It dilutes the talent pool and just because you add a second NFL team it doesn't mean ticket prices will all of a sudden become affordable. A more likely scenario is that a team relocates to Chicago, but I don't think the NFL wants to risk hurting the profit margins of the Bears or create another team where the fan base is lackluster (see Jacksonville).
